Overview
Oxfam Kenya is seeking qualified and experienced consultants or consultancy firms to undertake an End of Programme Evaluation for its Hunger Response Programme (2021–2024). This initiative responded to prolonged food insecurity and climate-related shocks in Kenya’s Arid and Semi-Arid Lands (ASALs) through a combination of humanitarian and development strategies.
The evaluation will be guided by OECD-DAC criteria, applying a mixed-methods, feminist, and participatory approach, and is expected to deliver a final report by 30 September 2025.
About Oxfam and the Hunger Response Programme
Oxfam is a global confederation of 21 organizations working in over 60 countries to tackle poverty and injustice. In Kenya, Oxfam has worked extensively in ASAL counties, which face recurring droughts and floods due to climate change.
The Hunger Response Programme was launched to:
- Provide lifesaving assistance in the areas of food security, WASH, gender protection, and conflict mitigation.
- Address structural drivers of vulnerability by promoting equitable investments, governance accountability, social protection, and gender justice.
Activities were implemented in partnership with local organizations under the ASAL Humanitarian Network, across counties such as Garissa, Turkana, Mandera, Wajir, and others.
Purpose of the Evaluation
The consultancy aims to:
- Assess relevance, effectiveness, efficiency, coherence, impact, and sustainability of the Hunger Response Programme using OECD-DAC criteria.
- Evaluate the programme’s design, implementation, and contribution to resilience-building.
- Examine how the programme addressed localization, gender equality, and accountability to affected populations.
- Generate evidence-based recommendations for Oxfam’s future humanitarian programming in Kenya.
Key Evaluation Questions
Key research areas include:
- Relevance: Did the programme address priority needs and align with county/national strategies?
- Effectiveness: What outcomes were achieved, and what factors influenced success or failure?
- Efficiency: Were resources used effectively and operations well-coordinated?
- Coherence: How did the programme align and interact with other actors’ interventions?
- Sustainability: Were resilience and local systems strengthened?
- Participation: Did communities—especially women—meaningfully participate in all phases?
Methodology
- Mixed methods: Combining quantitative household surveys, qualitative KIIs, FGDs, and case studies.
- Grounded in Feminist MEAL principles: Shifting power to participants, valuing collective knowledge, and ensuring “Do No Harm”.
Deliverables and Timeline
Total consultancy duration: 45 days
Major deliverables:
- Inception Report: Methodology, tools, timeline, and stakeholder engagement plan
- Data Collection and Analysis
- Final Evaluation Report: Includes findings, lessons learned, and recommendations
- Annexes: Tools, data, stakeholder lists, and visual knowledge products
All raw data and materials will be handed over to Oxfam Kenya.
Consultant Profile
Oxfam invites applications from individual consultants or firms with the following qualifications:
- Minimum Master’s degree in International Development, Evaluation, Food Security, WASH, or related field
- Proven experience conducting evaluations in humanitarian and ASAL contexts
- Expertise in WASH, food security, protection, localization, and gender justice
- Strong command of OECD-DAC evaluation criteria
- Demonstrated experience in feminist and participatory MEAL methodologies
- Proficiency in both qualitative and quantitative analysis
